Eastern Interconnect Phasor Project (EIPP) Tools

  • TVA PMU Connection Tester (Version 2.2.0.24862, posted May 2, 2007)  (Zip 3281 KB).

    Program Description:
      The PMU Connection Tester application was developed by Tennessee Valley Authority (TVA) to support the North American Synchro-Phasor Initiative (NASPI, formerly the EIPP). This application verifies that the data stream from any known phasor measurement device is being received.  It currently supports the following phasor data protocols: IEEE C37.118 Version 1/Draft 7, IEEE C37.118 Draft 6, IEEE 1344, BPA PDCstream and the Virginia Tech FNET streaming data protocol.

    This version includes several new features including:

  • Added support for BPA PDCstreams and Virginia Tech FNET devices
  • Added an attribute tree (Protocol Specific tab) for displaying flags and values that are specific to current protocol
  • Added TCP “server” support for devices that “phone home” (e.g., FNET devices)
  • Added an “auto-repeat” flag to allow continuous captured file playback
  • Added an enhanced application settings screen with several categories of options
  • Updated help file to explain all application features


Instructions: Download the zip file and extract the file into any folder on a Windows computer and run the "setup.exe" file to install. This application requires .NET version 2.0.   • TVA IEEE C37.118 Proxy Service (Version 1.1, posted June 13, 2006) (Zip 450 KB) and its source code (Zip 35 KB).

    Program Description: The purpose of this Windows service based application is to provide a “proxied” data stream in native IEEE C37.118 format from a PMU or PDC device at a utility without having to expose its internal substation devices through an external connection. The source code is being included to allow utilities and vendors to establish trust in what data processing steps the application is performing, but is solely owned and copyrighted by TVA and is being provided exclusively for purposes in conjunction with the Eastern Interconnect Phasor Project, any other use of source code would have to be approved by TVA.

    Instructions: Download zip and extract the file into any folder on a Windows computer and run the "setup.exe" file to install. This application requires .NET version 2.0. Most newer computers have .NET 2.0 already installed. If .NET 2.0 is not installed on your system click here to download. 

    The setup program will install the application as a Windows service.  After installation, the service will need to be started to create the initial configuration file (“C37.118 Proxy Service.exe.config”) – make sure to stop the service before making modifications to the configuration file.  The configuration file defines the settings needed for rebroadcast of the PDC/PMU data streams.  Click here to view an example configuration file. You can define as many connections as needed (i.e., one per PMU or PDC).  The destination port per given IP will need to be unique and you will need to work with TVA to select an appropriate non-used port number for destinations pointing into the private EIPP hosting network.   • TVA Rebroadcaster (Zip 96 KB).

    Program Description: 
    The purpose of this application is to rebroadcast a UDP stream to multiple destinations acting as a "stream splitter" for UDP traffic.  It will handle any UDP traffic, but if the flowing data is formatted as BPA PDCstream the timestamp will be parsed from the stream and displayed on the interface.

    Instructions
    : Download zip and extract the file into any folder on a Windows computer and run the “UDP Rebroadcaster.exe”, enter the port from which the phasor stream comes in and IPs/ports to which the phasor stream will be broadcasted.     Program Description:  The purpose of this application is to test a PMU TCP/IP data stream device using IEEE 1344.  Note that this tool has been deprecated in favor of the new TVA PMU Connection Tester which also supports IEEE 1344.

     Instructions: Download zip and extract the attached files into any folder on a Windows computer and run the IEEE1344.exe, enter an IP, and PMU ID and click "listen."
